A pergola has an open-roof structure with cross beams and rafters that provide partial shade, while a gazebo is a fully roofed, often octagonal freestanding structure. In Toronto, most pergolas do not require a building permit because they are open-roof structures. However, if the pergola is attached to the house, exceeds a certain size, or includes a solid roof, a permit may be required.
